Kaltura Unveils AI Accessibility Agent for Title II Education Compliance

MarTech

Kaltura, the AI Video Experience Cloud, has announced the launch of its groundbreaking Accessibility Agent, an AI-powered solution designed to help educational and public institutions meet new digital accessibility standards under Title II regulations in the U.S. and the European Accessibility Act. The tool represents a significant advancement in automating video compliance processes, ensuring that universities and organizations can efficiently make all their video content accessible to every learner.

The new regulations, set to take effect in April 2026, mandate that all new and existing video content include features like captions and audio descriptions to ensure inclusivity. For educational institutions that rely heavily on video for lectures, tutorials, orientations, and online learning, compliance presents a daunting challenge. Many universities have video libraries containing tens or even hundreds of thousands of assets, and manually reviewing and updating each one for accessibility compliance can take months of intensive effort.

Kaltura’s Accessibility Agent aims to solve this problem by automating the traditionally manual review process. Working alongside Kaltura’s existing Title II data summaries, the AI-powered system scans institutional video libraries to identify compliance gaps and automatically enhances videos with the necessary accessibility features before publication. This includes generating accurate captions and audio descriptions for both new and archived videos, ensuring full compliance with the new standards.

“For years, universities have been working to ensure that their video content meets accessibility standards, and the upcoming Title II regulations have shifted this to be a top priority,” said Eynav (Navi) Azaria, Chief Product and Engineering Officer at Kaltura. “We worked with dozens of our partners and customers to create the Kaltura Accessibility Agent in a way that makes meeting the new standards facing educators everywhere a much less daunting task. By automating much of the work that needs to be done, we are allowing institutions to be confident in their compliance and to focus on effective teaching and learning while ensuring that every student has an equal opportunity to succeed.”

Beyond compliance, Kaltura emphasizes the educational benefits of accessible video content. Studies show that captions and interactive transcripts help students focus, improve comprehension, and enhance content retention. Educators have also found that accessible video materials lead to greater engagement and better academic performance.

“The need for accessibility goes beyond educational institutions that are now legally required to do so,” added Azaria. “Forward-thinking enterprises globally are making accessibility a priority for employees and customers, and are eager to find AI-powered solutions that will help in creating more inclusive organizations.”

Kaltura will demonstrate the Accessibility Agent at the upcoming EDUCAUSE annual conference in Nashville from October 27–30. The company will also showcase its Class Genie, another AI-driven solution designed to create personalized learning experiences for students. During the event, Kaltura will host a “Lunch and Learn” session titled “Solving Title II with AI: Accessibility and the Future of Video in Higher Education,” offering practical guidance on using AI-powered tools to meet accessibility standards while enhancing educational impact.
