Intent IQ Brings Identity Driven Performance to Horizon Media HorizonOS

The launch of a new marketing operating system is reshaping how agencies and brands approach identity, reach, and performance in a privacy first era. Intent IQ integrates identity driven performance at scale into Horizon Media newly launched HorizonOS, marking a significant development for marketers navigating fragmented and signal constrained environments across the MarTech ecosystem.

Intent IQ announced that its next generation identity solutions are now part of Horizon Media HorizonOS, which the agency describes as the industry’s first marketing operating system built on an open and interoperable ecosystem of best in class technology partners. The integration positions identity as a foundational layer within HorizonOS, enabling advertisers to plan, activate, and measure campaigns with greater accuracy tied directly to business outcomes.

HorizonOS functions as an interconnected system that brings together Horizon Blu Platform, advanced AI tools, and human intelligence, supported by HorizonOS Labs. This intelligence triad is designed to deliver data driven AI native marketing solutions across channels. Within this framework, Intent IQ provides a comprehensive and privacy safe suite of identity capabilities, including audience targeting, access to premium publisher inventory, campaign activation, audience insights, and attribution for programmatic traffic, including hard to reach ID less environments.

These capabilities are particularly important as more than half of digital touchpoints in the United States now occur in environments without traditional identifiers, such as iOS, connected television, and cookieless browsers. By interoperating with Intent IQ, HorizonOS Blu Platform can incorporate ID less users into a unified workflow for planning, activation, and measurement. The integration also allows Blu audience data to connect with previously unaddressable users, expanding reach and improving efficiency across omnichannel campaigns.

“Intent IQ represents the type of partner we look to bring into the HorizonOS ecosystem—a market leading company whose innovative technology is helping to drive real performance across today’s fragmented media landscape,” said John Koenigsberg, EVP and Head of Product Partnerships, Horizon Media. “Their identity technology will help us to extend reach and improve outcomes, especially across ID less environments and supports our goal of building solutions that deliver flexibility, scale, and growth for our clients.”

As an inaugural HorizonOS partner, Intent IQ supports use cases ranging from audience amplification and ID less retargeting to performance focused connected television strategies. By unlocking access to high value ID less audiences that are often associated with stronger purchasing power and less competitive media conditions, advertisers can achieve improved conversion rates, lower cost per lead, and stronger return on ad spend.

“HorizonOS pioneers an open media ecosystem, giving marketers de risked access to best of breed media infrastructure that drives immediate and lasting results,” said Fabrice Beer Gabel, Senior Vice President Strategy and Partnerships, Intent IQ. “With this partnership we’re empowering marketers to activate ID less audiences as a core part of their media strategies, with the potential to double reach while exceeding performance goals.” As Intent IQ integrates identity driven performance deeper into HorizonOS, the collaboration signals a broader industry shift toward scalable, privacy safe identity solutions as a competitive advantage.
