Collins brings more than twenty years of leadership experience in advertising and marketing technology, with a track record of guiding data driven businesses through periods of rapid expansion and transformation. As CEO, he will focus on enhancing the technology, media assets, and data intelligence that power the Locality platform. His mandate includes building an even more robust infrastructure that helps advertisers, partners, and media owners unlock the full value of local media. Based in New York, Collins will report directly to Locality’s Board of Directors.

Current leaders Ann Hailer, President of Locality Broadcast, and Keith Kazerman, President of Locality Streaming, will remain in their roles and will now report to Collins. The company emphasized that this leadership alignment is intended to deepen collaboration between the streaming and broadcast divisions as Locality continues to scale.

Collins has held several high impact leadership positions across the advertising technology ecosystem. Most recently, he served as CEO of Adwerx, where he helped scale advertising automation solutions for small and midsized businesses. He was also a long time board member at Vistar Media, a global programmatic out of home platform later acquired by T Mobile in early 2025. His earlier roles include CEO of Marketron, where he oversaw revenue management software used by broadcasters managing more than ten billion dollars in annual ad spend, as well as CEO of Adelphic, a programmatic platform backed by Google Ventures and later acquired by Viant. Earlier in his career, he founded Joule, a digital media agency within WPP, and he has also worked closely with private equity firms as an Operating Partner and Executive in Residence.
