Stagwell is taking a major step toward unifying its global communications and advocacy capabilities with the appointment of Zac Moffatt as the company’s first Global Chair for Communications and Advocacy. The announcement reflects a strategic shift designed to simplify leadership, strengthen integration across agencies, and accelerate growth as demand increases for coordinated communications strategy across a fragmented media and political landscape.
Stagwell, traded on Nasdaq under the symbol STGW and widely known for positioning itself as the challenger network built to transform marketing, confirmed that Moffatt will lead a newly consolidated vertical of communications and advocacy companies including Allison, HarrisX, HUNTER, Consulum, SKDK, Sloane and Targeted Victory. The business group represents expected net revenues approaching four hundred million dollars in 2025 and includes more than fifteen hundred employees worldwide. It supports major global brands as well as high impact advocacy organizations.

Moffatt currently serves as CEO and Co Founder of Targeted Victory and has led that firm through rapid growth since joining Stagwell in 2017. Under his leadership the company expanded from a staff of twenty employees to more than two hundred thirty people, surpassing one hundred million dollars in annual revenue. His track record, built on technology driven communications strategy and diversified offerings, was a core factor in the decision to elevate him into a global leadership role.
“Clients today need firms that know how to navigate political polarization fragmented media and increasingly dispersed sources of content and distribution,” said Mark Penn, Chairman and CEO of Stagwell. “Zac has built and scaled one of the most successful communications businesses in the country by recruiting and retaining best in class talent and developing diversified technology driven revenue streams. He is the right leader to bring this same transformation across the rest of Stagwell best in class communications and advocacy agencies.”
Moffatt said the announcement signals the beginning of a new phase of growth for both the network and its clients. “Our success comes from building and deploying strategies and products that help clients break through in a fractured media environment,” Moffatt said. “Targeted Victory joined Stagwell in 2017 with a staff of twenty, since then we have grown more than tenfold with over two hundred thirty employees and more than one hundred million in annual revenue. I am excited to work with this exceptional group of agencies to build on their strengths accelerate growth and create even more opportunities for our clients.”.
