RingCentral, Inc., a global provider of agentic voice AI powered cloud communications, said ElAssir’s appointment is effective immediately. He brings more than twenty years of experience building and operating mission critical technology platforms across telecommunications, financial services, and healthcare. His background in AI native systems, cloud architecture, security, and large scale product engineering aligns closely with RingCentral’s focus on advancing intelligent communications at enterprise scale.
ElAssir currently serves as Senior Vice President and Chief Technology Officer at UnitedHealth Group, where he leads Group Technology Infrastructure, Platforms, and Services, including Corporate Systems. In this role, he oversees more than eight thousand technologists responsible for running and modernizing one of the world’s most complex enterprise technology environments. His organization is executing a broad migration to public cloud infrastructure while embedding AI throughout the technology stack to improve resilience, speed, and operational autonomy.

In addition to infrastructure leadership, ElAssir oversees the modernization of UnitedHealth Group’s customer engagement platform. That platform supports approximately eighty thousand agents and handles more than three hundred million calls each year across two hundred and fifty lines of business. The initiative is focused on delivering real time intelligence, automation, and reliability across both customer and agent interactions at massive scale, experience that closely mirrors the challenges faced by global communications providers.
Earlier in his career, ElAssir held senior leadership roles at Google and Verizon, where he led major AI, cloud, network, and platform transformation initiatives supporting global enterprise and consumer services. This blend of hyperscale technology experience and regulated industry execution adds strategic depth to RingCentral’s board as the company accelerates innovation in AI driven communications.
